Application Process for Boat Inspection Certificate and Other Certificates
1. The following documents are required for obtaining Boat Inspection Certificate for new registration or for license renewal.
1.1 Application for registering new license or license renewal.
1.2 Application for boat inspection (Form Gor. 5).
1.3 Thai Boat Acquisition Application. (Form. Gor. 57)
1.4 Other applications (reverse side of Form Gor. 5)
1.5  Power of Attorney (in case application submitted by other person) (Form Bor. 92) 

Process:
Submit all required documents related to boat registration at the Marine Office within the residence. Afterwards, the boat registrar passes the application to the boat inspection section for making appointment for boat inspection. If the boat is found no safety or availability, the boat inspection will notify the owner to make remedy by using Form Ror. 25 and to make further inspection until satisfaction for which the Boat Inspection Certificate will be issued.

2.  The following documents are required for obtaining other certificates such as Tonnage
Certificate, Waterline Certificate and Radio Components Certificate.
2.1 Application Form Gor. 5.
2.2 Copy of Boat License.
2.3 Power of Attorney of boat owner
2.4 All previous evidence

Process:
Same process as boat inspection application or boat license renewal.

Boat License Renewal
1. The boat owner or his representative submit the boat license application form provided by the Marine Department and other documents at the Office within the residence. 1. Copy of Identification Card.
2. Copy of Immigrant Identify Card or Passport (foreigner).
3 . Copy of company registration and company objectives signed by the authorized person of the owner (in case the owner is a company).
4. Hull ownership evidence such as receipt issued by the seller or boat builder, receipt for materials, accessories, etc. If the boat is imported, the evidence from the Customs Department must also be presented. If the boat is already registered in foreign country, the deletion certificate issued by the relevant authority from such country must also be presented.

Thai Boat Registration and Name Change
Boat License Issuance (New license registration)
Any applicant who wishes obtain boat license or to register new license, the said application form must be submitted to Boat Registration Division, Marine Department or Regional Marine Office or Branch of Regional Marine Office within the residence of the boat owner. The following documents are required:


1. Forms provided by the Marine Department

  • Application for registering new license (Form Gor. 5)
  • Boat Inspection Application (Form Bor. 1)
  • Thai Boat Acquisition Application. (Form. Gor. 57)

    2. Boat ownership documents

  • Copy of Identification Card or State Office Identity Card (unexpired)
  • Other documents (specify)
  • House registration Partnership registration certificate
  • Managing partner certificate
  • Company registration certificate
  • Memorandum of association and Article of association Certificate
  • Shareholder list

    3. Evidence of hull ownership / boat license

  • A. Boat built or purchased within the country
  • Receipt issued by manufacturer or builder or seller
  • Receipt for materials, accessories, etc.
  • Boat construction agreement (if any)
  • Receipt for engine sale
  • Bill of sale for boat and engine B. Boat built or purchased from foreign country
  • Bill of sale and Thai translation
  • Cash receipt and Thai translation
  • Boat deletion certificate and Thai translation
  • Evidence issued by the Customs Department (Form 32) and cash receipt issued by the Customs Department


  • Remark:
  • In the event the boat is not yet entered into the kingdom, the registration as Thai boat is allowed under the Ministerial Regulation Volume 68 (A.D. 1997). When the boat is entered and passed the customs clearance, the boat owner must submit the import evidence issued by the Customs Department.
  • In case of registering passenger boat for carrying the passengers, the insurance for life and injury of the passengers must be provided according to the Ministerial Regulation Volume 67 (A.D. 1996).
  • In case of applying for registering the boat in the category of cargo ship, a permit from the Cargo Ship Committee must be obtained.
    Renewal of boat license
  • Any application submission for boat having obtained boat license, the application form may be submitted to any Boat Registration Division, Marine Department or Regional Marine Office or Branch of Regional Marine Office.

Natural person Juristic person

Copy of unexpired boat license, which is registered more than 2 years 1. Copy of unexpired boat license, which is registered more than 2 years

Seaman Book Renewal
The holder, who wishes to renew the seaman book, must fill in form Gor. 5 and submits to the office on working day and attaches the following documents
1. Copy of unexpired I.D. Card of the applicant with certify correct.
2. Old seaman book and copy of seaman book
3. Two 2-inch size photo

Application for substitute of seaman book
In the event the seaman book of the crew is damaged or lost and wishing to obtain the substitute seaman book, the applicant must fill in Form Gor. 5 and attach the following evidence.

1. Copy of unexpired I.D. Card of the applicant with certify correct.
2. In case of loss, a police report must be attached. In case of damage, the old seaman book must be attached.
3. Two 2-inch size photo
Application of Seaman Book
Any person who wishes to obtain the (new) seaman book must submit the application form Khor.Ror.1, Khor.Ror.3 and Khor. 1 as well as the supplemental evidence as follows:
The evidence for the marine ship are as follows:1.
1.
Copy of unexpired I.D. Card of the applicant with certify correct.
2.
Copy of House Registration of the applicant with certify correct.
3.
Doctor certificate (no later than 6 months).
4.
Four 2-inch size photo
The evidence for the fishing boat are as follows:
1.
Copy of unexpired I.D. Card of the applicant with certify correct.
2.
Copy of House Registration of the applicant with certify correct.
3.
Doctor certificate (no later than 6 months).
4.
Employment certification issued by the boat owner including the I.D. Card of the boat owner, copy of boat license and certify correct by the boat owner.
5.
Four 2-inch size photo
In case of foreign national:
1.
Copy of unexpired passport, 1 set of arrival stamp and certify correct.
2.
Copy of unexpired seaman book and certify correct.
3.
Doctor certificate (no later than 6 months).
4.
Four 2-inch size photo

The documents in 1. and 2. must be presented.

Remark: Documents for juristic person must be certified no later than 6 months

Agreement execution and crew list (For Khor.Ror. 4)

The boat owner or the authorized represent must submit Form Gor. 5 and attaches the following documents as follows:

1.
Copy of unexpired license of boat to be bound with agreement and Thai crew list (Khor.Ror. 4) (Certify correct by the applicant) – 1 set.
2.
Copy of I.D. Card of applicant (Certify correct by the applicant) – 1 set.
3.
Power of attorney (in case appointing attorney) – 1 set.
4.
Copy of crew certificate – 1 set/seaman (Certify correct by the applicant)
5.
Copy of training certificate for 4 courses or 6 courses as prescribed by the Transport Committee – 1 set/seaman (Certify correct by the applicant)
6.
Unexpired seaman book of each crew
